Does applying lip balm all the time really make your lips softer and smoother?

Q: Also, do you know any ways to make your lips soft and smooth. I want to make them look good for school starting up soon. Any tips and tricks are welcomed. Thanks a lot.

A: Mix a teaspoon of sugar into a table spoon of honey. It should only be a small blob as you only need it for your lips! Carefully rub the two ingredients together making sure that the sugar doesn't dissolve. Apply this paste onto your toothbrush and brush your LIPS. Brush your lips until they're pink and feel tender and smooth. Do this continually until you achieve the lip smoothness you want. This is when, and only when, a lip balm can become effective. If your lips are dry and chapped, the lip balm's wax will get caught in the grooves of the flakes (gross!) rendering the product completely useless. With smooth lips, the wax acts as a silicone filler to keep up the moisture and smoothness on the surface of your lips! Hope this helped, I usually do this regimen through out winter too - when my lips are up against the elements!
