A: Black mascara, eyeliner, and eyeshadow. Line your top and bottom lid with a somewhat heavy amount of eyeliner. Line your bottom lid with a small line of black eyeshadow (heavier on the outer corner and less as you go on) smudge the shadow with your finger for a smokey or messy look.
