A: just do it yourself, without permission. while a i normally don't advocate breaking parents rules, i started when i was 15 just doing a little grooming and minor shaping and my mother didn't even notice. if your eyebrows aren't bad in the first place and people are unlikely to notice little changes, just go ahead and do it, and DO NOT OVERPLUCK. start out plucking less than you would want to avoid doing so. if you have big brows that you want to do a lot of work to, use that in a discussion to convince your mom if she still objects. although it doesn't seem like it, there is a pretty big difference between 12 and 14, so its much more likely she will approve this time around.
